According to media speculation, there are common reasons including insufficient regulation and security in countries’ banking systems. Also, most countries don’t comply with the US Tax and PayPal rules and regulations. Such as PayPal services opened for Egypt for the first time in May 2013.
Because of the rules and regulation that PayPal include for users, whenever you are opening a PayPal account in one country. And after that, you will move to another country, PayPal doesn’t allow you ever to change your name or address. Once you asked them simply create a PayPal account and enjoy using PayPal services. With the same process I am living in one of the countries the PayPal is prohibited there and completely I am using PayPal services for my payments.

Whenever you are creating a PayPal account, then after that, for security reasons PayPal is asking you to provide your personal documents for verification. You can provide them with your documents, such as Passport, Driving License, Identity Card, and other documents.
To verify the PayPal open up your PayPal account on the main window and click on the verify option. Simply, enter your full name, date of birth, and nationality.
Now for the proof of identity select the type of your identity such as your driving license, passport, national identity card, and its front and back page then click on done.
